After deactivating your Instagram your account, you cannot reactivate it immediately. Instagram requires a few hours to complete the process, and during the process, you cannot reactivate your account.
If you have deactivated your Instagram account for more than a day, you can easily log in to Instagram.
If you have deleted Instagram account, then it cannot be reactivated. Here, you will be required to create a new account.

Search an URL https://help.instagram.com/contact/606967319425038 in your computer's web browser. There, you will get a form to request that Instagram allows you to access your Instagram account.
In the "Full name" tab located on the top of the page, enter your first and last name as same as it appears on your Instagram account.
Type your Instagram username into the “Your Instagram username” tab.
Enter "your email address" and "phone number" in the text boxes respectively.
In the last tab on the page, type a brief message explaining why you think your account should not be deactivated. When you write an appeal, make sure to follow the guidelines mentioned on the page.
At last, you have to click on the "send" button represented with the blue color to send your request to Instagram. If they reactivate your account, you will be able to log in your account when notifies.
1. Try To Logging In With Your Email Or Phone Number
If you're not able to log in with your username, try logging in with your email address or phone number.
Your login credentials should be correct.
